Russ Rodrigue
President
Russ Rodrigue is the President of Haylius Consulting, an IT strategy and advisory services company. Passionate about IT, Russ incorporates his 30-plus years of executive leadership and innovation into delivering quality results for his clients.
Branding Haylius’ tagline “Wise Counsel and Delighted Clients” is simply what Russ believes all clients deserve.Haylius is focused on consulting services geared around Strategy & Innovation, Cybersecurity Readiness, Application Roadmaps, IT Governance and IT Coaching & Mentoring.
When founding the company, he wanted to work with clients to help solve industry and business challenges, while enjoying work that is both engaging and rewarding.
Prior to starting Haylius Consulting, Russ served as the Chief Information Officer with Cianbro Corporation, a leader in the Construction industry, from 2010 through July of 2022.
As the top technology executive and Chief Information Security Officer, he managed a team of 40 IT professionals through revenue growth initiatives, business project delivery excellence, continuous process improvement, customer service improvements, and cybersecurity program development and real-world remediation of cyber-incidents.

Brian LeComte
Senior Consultant
Brian LeComte is a Senior Consultant with Haylius Consulting. An accomplished IT leader with over 25 years of experience, he is known for his strategic thinking and creative problem-solving skills.
Brian has a proven track record of building cohesive teams that foster collaborative work environments. His passion for technology and people has produced successful results, delivering IT initiatives and strategies for our clients. Throughout his 19-year career at Cianbro Corporation, Brian held several key positions where he developed expertise in solutions delivery, support services, and network operations.
As the Solutions Delivery Director, he led multiple teams responsible for enterprise applications, data management, application development, and project management. Brian's contributions were instrumental in authoring IT strategic plans and coordinating multiple mergers and acquisitions.
During his tenure he was tasked with serving as the interim CIO, where he oversaw all aspects of the IT team, managed the IT budget and corporate initiatives. Prior to his nearly two decades in the construction industry, Brian’s experience at bio-tech manufacturing, Elanco and retail leader, LL Bean providing technical leadership and support over systems and network administration. Brian’s collegiate career was spent at Thomas College studying Computer Information Systems.
He is committed to continuous learning and professional development achieving certifications with Citrix system management, ITIL process improvement and ISC2 cybersecurity. Outside of his work in the private sector, Brian is actively involved in his community.
He currently serves on the Board of Directors for the Alfond Youth and Community Center in various capacities for facilities, technology, safety, governance and executive committees. He has contributed time in the past completing one term on the Board of Trustees for Mount Merici Academy and as a technology consultant for the Mid-Maine Homeless Shelter.

Joe Kennedy
Senior Consultant
Joe Kennedy is a Managing Partner for Haylius Consulting. Committed to the belief that genuine teamwork builds successful organizations, Joe has spent the past 25 years helping organizations solve their information technology and cybersecurity needs.
With a friendly and approachable style, he develops successful IT and cybersecurity strategies that bring tangible results. Prior to joining Haylius, Joe spent the last few years giving back to his alma mater as a Cybersecurity Professor at Pensacola Christian College.
During his time there, he built a robust cyber program that focused on developing students & problem-solving and technical skills. Students also learned how to navigate the complex cybersecurity landscape while working together in teams.
Before his academic journey, Joe had a successful career at Cianbro Corporation, one of the largest employee-owned construction companies in the United States. As the IT Service Delivery Director, he led network operations, cybersecurity, IT procurement, data management, and customer service teams. He is passionate about reducing risks and delivering business value to the organization.
With a friendly demeanor and a knack for building strong vendor relationships, Joe combines his vast experience, innovative mindset, and a genuine desire to help businesses thrive.
Whether it's providing fractional CIO and CISO leadership, assessing cybersecurity readiness, or managing IT projects, he is committed to delivering exceptional results. Joe holds a bachelor’s degree in Computer Science from Pensacola Christian College and a master’s degree in Cybersecurity from the University of West Florida. He is a Certified Information Systems Security Professional (CISSP) from (ISC)².

Do you only work with clients in construction?
The Haylius Consulting team has extensive experience in many industries, including Banking and Financial Services, Healthcare, Manufacturing, Technology, Aerospace, Higher Education, Electrical Distribution, and Hospitality. We do have an extensive tenure in Construction with over 85 years of combined IT leadership and technical experience.
My company continues to implement new software solutions, but shouldn’t we be retiring applications in the Cloud-era software lifecycle?
Most companies are collecting software in their application portfolios at an incredible rate, due in part to the simplicity and prevalence of Cloud systems, but also because many companies have under-invested in modern business applications. Most industries continue to progress through a software evolution meant to cover functional or systemic gaps, thus the “software ledger” is heavily weighted to “credits” (adding software) vs. “debits” (reduction of software).
